John Snow, Inc. (JSI) is a US
based international public health consulting firm and manages two
project/contracts through its integrated Office in Abuja, Nigeria.
Through
the Partnership for Supply chain Management consortium, JSI implements
the Supply Chain Management System (SCMS) project for the US Government
as part of the United States president’s Emergency Plan for AIDS Relief
(PEPFAR). The purpose is to establish and operate a safe secure,
reliable and $sustainable supply chain management system to procure
pharmaceuticals and other products needed for the care and treatment of
persons living with HIV and related infections. JSI implements the
USAID/ DELIVER Project, funded by the United States Agency for
International Development (USAID), a global technical assistance project
aimed at increasing the availability of essential health supplies
through procurement services and assistance designed to strengthen
health commodity supply chains in developing countries.
To support
the implementation of the health supply chain project in Nigeria, JSI is
seeking qualified candidates for the following positions:
1) PROJECT ACCOUNTANT – ABUJA
POSITION DESCRIPTION
Under
the guidance of the Director Finance and Administration, the Project
Accountant will manage JSI's field accounts system. S/he will be based
in Abuja.
KEY RESPONSIBILITIES
Manage the JSI field accounts
system, review chart of accounts, generate QB reports as needed for
project reporting, budgeting and forecasting
Regularly update
QuickBooks, prepare bank account reconciliation and resolve account
variances in compliance with all US Government (USG) and JSI financial
management and accounting policies and regulations
Process expense
reports, travel advances and retirements, prepare vouchers, review
receipts and other supporting documentation to ensure accuracy before
forwarding for payment
Ensure that timesheets for local project staff are• properly completed, approved montly and maintain employee leave balances
Prepare
local staff payroll and accompanying schedules (tax, pension) and
ensure compliance with all project legal requirements/including employee
taxes, pension fund contributions and VAT exemptions
Ensure that
all financial transactions are completed with high degree of accuracy;
in full compliance with USG and JSI requirements, and within established
timelines
Assist the Director of Finance in the analysis,
development, and documentation of internal processes and controls and
ensure compliance with all USG and JSI financial management and
accounting policies and regulations
Ensure timely and responsive
communication with the JSI HQ based field office support staff and
assist with the development and monitoring of the project budget
Reconcile and track outstanding advances, update inventory logs, monitor projects expenses and track expenditures and accruals
Provide support and guidance to program and other administrative staff in accordance with JSI policy and procedures
Travel to field offices, training sites and other field locations when required
Develop and maintain an effective professional relationship with JSI's local banking institutions
Engage in financial and related tasks as required by the Director of Finance
MINIMUM SKILLS AND QUALIFICATION

Advanced (post B.A.) degree in accounting and/or financial Management
At least 3 years of financial experience.
Experience with Quickbooks strongly preferred

2) LOGISTICS ADVISOR, HIV/AIDS – Lagos
LONG-TERM CONSULTANCY (Renewable)
POSITION DESCRIPTION
The
Logistics Advisor HIV/AIDS (Lagos) will provide hands-on support to
health facilities under the HIV/AIDS supply chain unification.
The
advisor will also provide technical assistance to the State Ministry of
Health (SMOH) in assigned states, PEPFAR implementing partners, Global
Fund-supported partners and other stakeholders in a defined location as
appropriate.
Under direct supervision of the Associate Director
HIV/AIDS, the Logistics Advisor HIV/AIDS will support a number of
facility based supply chain management of health commodities personnel
and a team of other advisors to ensure smooth implementation of the
HIV/AIDSsupplychain unification activities.
KEY RESPONSIBILITIES
Provide
technical support to ensure that health facilities covered under the
HIV/AIDS supply chain unification project are adequately supplied with
the health commodities
Serve as the link between the PEPFAR
implementing partners, SMOH and Global Fund/NACA partners and the
warehouse locations to ensure that commodities supplies to health
facilities are seamless
Support the coordination of supply chain
activities for timely receipt of reports from health facilities,
processing of reports and filling of requirements to ensure that health
facilities are resupplied with appropriate commodities
Collaborate
with implementing partners and state government officials to organize
monitoring and support visits to health facilities and provide the
needed support for smooth implementation of supply chain activities in
selected areas
Participate in monitoring and supportive visits to
health facilities within the assigned states to support capacity
transfer to appropriate health facility staff for efficient management
of supply chain activities at the facility level
Work
with Government counterparts to provide feedback to health facilities
and partners on supply chain data to improve the quality of reporting
Support
the establishment and implementation of regional technical working
groups that will support and monitor the activities of the unification
project
Support the coordination of distribution activities for timely supply of commodities to facilities
Support capacity building activities for state government counterparts and other stakeholders on supply chain activities
Support
the activities of warehouse and distribution service providers to
troubleshoot and address supply chain issues that will impact
commodities availability before, during and after distribution of
commodities
Support the process of proof of delivery gathering,
review and sharing with relevant stakeholders in the state to validate
the supply of health commodities to the facility
Participate in supply chain assessment and other relevant studies to monitor implementation of the unification exercise
Collaborate
with other JSI project staff in the states to support supply chain
activities and relationship with the state officials and relevant
stakeholders
Attend relevant supply chain meetings within the states and make presentations as required
Contribute to routine monthly, quarterly and annual reports for submission to program funders
Perform any other duties as assigned
MINIMUM SKILLS AND QUALIFICATIONS

3) IT CONSULTANT – LAGOS
POSITION DESCRIPTION
This position is for a period of four months and will be based in Lagos.
Under
the guidance of the Director Systems Strengthening, the IT Consultant
will manage the IT infrastructure and support the technical and
administrative personnel ofCMS Oshodi, Lagos.
KEY RESPONSIBILITIES
Ensure and maintain a stable, secure, and robust IT network infrastructure
Perform network configuration and resolve problems with infrastructure support software both at the server and user level
Provide software installation, user training and support to users and on job training for users
Install new software releases and perform system upgrades
Evaluate and install patches
Provide both first and second level support, responding to problems, implementing planned changes, and managing projects
Ensure user satisfaction
Review IT needs and make recommendations as necessary to the supervisor
Develop strategies for maintaining and advancing the IT Infrastructure

4) SENIOR LOGISTICS ADVISOR, HIV/AIDS in – LAGOS
POSITION DESCRIPTION
The
Senior Logistics Advisor HIV/AIDS (Lagos) will provide hands-on
strategic guidance to the HIV/AIDS supply chain unification technical
assistance to the State Ministry of Health (SMOH) in assigned states,
PEPFAR implementing partners, Global Fund-supported partners, health
facilities and other stakeholders in defined locations as appropriate.
Under
direct supervision of the Associate Director HIV/AIDS, the Senior
Logistics Advisor HIV!AIDS will lead a team of advisors and support in
the management of the other organizations that will provide support
services in logistics management information system, warehousing and
distribution to the SCM$ Project in support of the unification project.
KEY RESPONSIBILITIES
Provide
supply chain technical leadership in the implementation of the HIV /
AIDS supply chain unification project in the selected states
Liaise
with state ministry of health leadership in the selected states tp
provide supply chain capacity building activities to relevant officials
in the state
Work with the state ministry of health to develop a
support plan that will enable the appropriate government structure
within the state to take ownership of managing part of the supply chain
activities in the state.
Lead a team of logistic advisors to provide
supply chain support and mentoring to health facility staff in
conjunction with the ministry of health
Lead the establishment and
implementation of regional technical working groups that will support
and monitor the activities of the unification project
Serve as the
link between the state ministry of health, implementing partners and
other stakeholders involved in the unification project to timely provide
appropriate feedback on the progress of the project
Support the
activities of warehouse and distribution service providers to
troubleshoot and address supply chain issues that will impact
commodities availability before, during and after distribution of
commodities
Coordinate the linkage between the health facilities,
warehouse and distribution service providers to ensure prompt delivery
of commodities for service delivery
Organize and lead monitoring and
supportive visits to health facilities within the assigned states to
support capacity transfer to appropriate health facility staff for
efficient management of supply chain activities at the facility level
Facilitate
the process of logistic information management system periodically in
conjunction with appropriate state officials to support timely health
commodities distribution to facilities
Support the process of proof

activities in support of Government and partners in the project.
Provide
monthly feedback and reports to the central level on the activities in
the pilot region to inform strategic direction in the expansion of the
pilot project
Contribute to Identifying best practices and success stories for JSI Nigeria’s quarterly logistics bulletin
Contribute to routine monthly, quarterly and annual reports for submission to program funders
Perform any other duties as assigned.
MINIMUM SKILLS AND QUALIFICATION
